I did not make them from scratch, no. As it says in the credits, I just replaced the LCPD with NYPD. I guess it wasn't very clear, maybe I should change that. I first made these skins for personal use, but I thought: Hey, why not share it with all the people here? I have full written permission to upload both this one and my CVPI from Bugs by the way.

I wonder if they really have taken their time in optimizing the game. Wouldn't want anything else than to run this game at 60 FPS on Ultra settings... And that's even without the awesome mods that I'm sure people will be making for the coming 5 or 6 years

I forgot to reply but I got it working just fine :D I installed it with GTA IV Vehicle Mod Installer without any problems, I replaced the polpat in the end :)

I was reading the "Vehicle Data.txt" but it kinda confuses me. You are telling me to change the "police" handling line, and then make the "nstockade" (or whatever I want to replace) use that handling line via vehicles.ide. But wouldn't that make the regular police car drive like crazy? Is there a reason not to simply use the handling line from the readme and paste it on to the nstockade or polpat? And BTW the truck looks great :)
