    I have been having the same issue. One thing that I have found that seems to work is drag and drop the RPH files in GTA V root folder each time before launching RPH. If you already have a LSPDFR character, try using the command ForceDuty before going to the police station. Hopefully this works for you. That is what I have been doing for a work around until I hopefully find a permanent solution.
