  1. Update .NET Framework to .NET 4.7.2. This link https://dotnet.microsoft.com/download/dotnet-framework/thank-you/net472-web-installer (NET 4.6 is not enough for the update, it is why you have the following error in your log: Exception message: Could not load type 'System.ValueTuple`2' from assembly .. )
  2. If you have Windows 10, you should be able to install .Net 4.7.2. If you cannot install it, it is not because of your operating system.
  3. What is your operating system? You can also try to update .NET to 4.71 or 4.7
  4. Try to update .NET Framework to at least .NET 4.7.2.
