That sounds like something along the lines of corrupt game files.
 
Try validating your game files and see if you can then launch GTA V vanilla. 
 
If GTA V launches fine, try then launching LSPDFR. If it still freezes please try disabling your antivirus.

It's probably time I did something along the lines of an introduction.. I'm not always great with these things.
 
I am fairly new to the community with this account, however I have been involved with both GTA and the modding scene for a while now. I am only now starting to get back into it. I have started developing my skills in the texturing department as it's not something that I have always been good at, however I believe there is no better time than now.
 
When it comes to modding GTA I tend to favour the British theme as I am British.

Sorry to jump in. I am not a police officer in the UK but certainly have been interested and considered joining in the past.
 
@IRONBLASTER Police in the United Kingdom do not carry firearms. The responsibility to carry firearms is upheld by specially trained firearms officers. Typical items that police officers use for self defence are just like Survivalmaster has listed.
 
@Survivalmaster Please feel free to correct me if I'm wrong. Like I said, I have only ever shown and interest in joining so I'm am not completely clued up on this stuff, however I do like to do a bit of research now and again.

There is currently an issue with LSPDFR that is causing this. You will most likely need to wait for a fix to be released unless somebody else has any other suggestions or is aware of a way around it.

RPH and LSPDFR are both up to date. They were released yesterday.

The best advice I can give you is this...
 
Remove LSPDFR and RPH. Install LSPDFR manually but before you do ensure that GTA V launches fine on it's own. Once you are happy that it launches fine on it's own (Vanilla) then manually install LSPDFR and go from there.

Ah my apologies this has been going on for a while that I had forgotten this was on the back of a fresh installation. 
 
I am a little bit confused without any RPH logs and I am not sure why you don't have any RPH logs.  It's not something I've ever come across before.

Do you have OpenIV?
 
You said you don't have any Anti-Virus? You have windows defender but don't disable that as it won't do anything. If you have any form of AntiVirus please disable it.
This also seems to be a RPH issue so I would suggest speaking to the RPH guys on their discord as I'm sure they can help out more than I am.

Make sure you have all of the requirements installed. If it says you already have them installed; reinstall them to be sure.

Then, add your GTAV folder (named Grand Theft Auto V, nothing else) to your Antivirus exceptions.
 
Then, reninstall LSPDFR 0.4 manual and Rage.

This is an ongoing issue with LSPDFR. You will need to wait for G17 to fix it.

Sometimes in the process of doing things files can become corrupted.
 
Once you have fixed your steam and you have the new files downloaded you will need to run GTA V and get into game. Make sure you are passed prologue and able to save the game. Once you are satisfied that your vanilla game is working I would advise you re-download the manual installation for LSPDFR and replace any files it asks you to replace. This is simply to confirm everything is installed as it should be.

By accident I stumbled upon FirstThirtyMinutes on YouTube the other night. I had no idea there was such a thing as a cop mod for GTA. I was intrigued and spent all day yesterday downloading various mods and getting annoying double keybinds out of the way. Sadly today with the new update to GTA I have to wait until there is a new update to the scripthook.
 
Anyway, about me. 33 year old male with a clean record 😅 I live in Herentals, Belgium which is not too far from Antwerp. I'm a factory worker currently on medical leave because of double herniated disks (yay me...). I hope to have a good time with you lot.

At what point is your game crashing?

I made a LSPDFR sticker and I figured id share it because I think it came out good.
I made it by using a cricket sticker thingy but how that works is it cuts out the black part on sticker paper
and then i did the white and then the blue and put them together and then stuck that on my computer case
it looks like i stuck it on my table but it is really on my computer case.
