    Pardon the late response but I got it to work later on, found out the issue and fixed it with a reinstall of LCPDFR. I did try to run it and Alt + P was doing absolutely nothing at the time.

    I recently got GTA4 and newly installed LCPDFR, and have had issues attempting to run it. I ran the diagnostic and everything was alright with the exception of the log file report. I tried checking if there was anything set to read-only, which there was, I proceeded to remove read-only from the entire GTAIV root folder and ran the diagnostic again and had issues with 'advancedhook.dll' ASUS FX504ge Signature Edition Intel core i5-8300h CPU @ 2.30GHz 7.86 gbs of RAM available 64-bit
