    for Chill Callouts you need "Traffic Policer, Version=6.16.0.0". 
    You can click here to Download Traffic Policer > 
     
    BUT
     
    Traffic Policer is out of date and is very buggy.. so I would recommend you
    to uninstall Chill Callouts ^^

    Sorry for the late reply but this is what i ended up doing and it worked.

    Try starting vanilla with no extra plugins etc, then start adding them until you encounter the error, redundant to do but its a simple solution
