If you're going to color over a texture in one solid color, pure black is not the way to go. try the html code 111111 or some slightly lighter shade. It may not look great, but it'll look better than the void you've got going right now.

Genuinely thought there was an ELS model with this base somewhere.

You should avoid solid black (000000) for EUP. Try putting in 111111 or any other lighter black, it'll look a lot better, even if you just paint bucket it.

I am begging you to think for even half a second about what you put on these, where you put it and why it's there. You know it's a Crye vest, why is there a 5.11 logo? Why does a vehicle crimes investigator need a combat load, tape and chemlights? Why are we putting what I can only assume to be stickers on a radio Push-to-talk? The world may never know.

Were you just not able to think of something to replace the Marshal patch on vest 4?

Not a complaint, a suggestion for what I would consider improvement.

Not too bad but would be better without the stripe along the bottom and with the badge in a different spot.

So the patches for narcotics units typically aren't actually used on uniforms, they're just kind of given out to members of the unit and traded. Narcotics officers generally wear plainclothes anyway, maybe t-shirts or polos that identify their agency like what you have made. This is a more subjective thing, but that patch is not what you'd call professional. Probably because, like I said, it's meant for trading with other officers like a challenge coin, but I digress. I would suggest putting some amount of thought into how things would look from the outside. Cops walking around with a skull and 2%ers symbol on their uniform is a bad look, especially if that's official uniform for the agency/unit. I don't mean to be a prick. Just trying to offer some insight and tips for improvement.

Looks bad, at least as the main color. Like the actual design is pretty good, it's just incredibly hard to look at when the entire thing is orange. A white base might be basic, but basic tends to make more sense when you consider how real law enforcement chooses to design their cars.

Maybe forego the donation link on the mod you made by copying franki's patches over to other parts of his textures? The mod itself is fine (can't speak what TLS might think, but eh), at least for a free release, but there's no reason for the paypal link and the "don't reupload" line when maybe a fraction of it is actually your work.
