First check is always check the files. I know you stated this but definitely make sure all vehicles are ELS compatible. Next you need to make sure your scripthook is installed properly and not missing any files and second make sure all the ELS configuration files for the vehicles are in place. Test your keys? Does holding "T" activate the manual siren? Does "G" WITH THE LIGHTS OFF Toggle the button chime sound? Does just hitting J each time go up 1 stage of lights each time? Does hitting ALT + J turn on all lights? Does Ctrl + P open the siren / light panel? Check your keys and your files. If a issue still persists I'll post a semi useful video of a process to check to see if ELS is working.

Two common issues cause this your settings file...Launch the game without rage...make sure the graphics settings are set perfectly to work with your machine. The second probable cause, if you have a NVIDIA graphics card you need to turn off the in-game overlay if you want full usage of rage plugin and it's command console (there is a work around for this).

Try loading the game into single player then tab out and load the rage plugin hook.ext

Sadly I don't own the Rockstar Launcher version of Grand Theft Auto V for this very reason but... Have you tried installing Albo's DLC Modding Pack? 1. Install Albo's DLC Modding pack 2. Install car mods in Albo's new modding directory 3. Install LSPDFR / Rage Plugin Hook 4. Launch game through Plugin Hook .exe Let me know.
