You have an XML error, in stations_sahp.xml.
Specifically, "Data at the root level is invalid. Line 28, position 1."
I'd recommend using an XML validator or similar to check your editing hasn't gone wrong. 🙂

Then you really need to clean / sort your LSPD:FR plugins.
Callouts like CalloutsV haven't been updated since 0.3 and even then it didn't work.
I recommend redoing your Plugins/LSPDFR folder.
