did now my gta game isnt loading there will be a little black screen then it will go away and it wont do anything

i have no other mods on it. no car mods or weapons mods. but what should i have in my root folder?

i unistalled 0.95 and tryed the 0.91 and i got it past the error but now its says grand theft auto iv has stopped working A problem caused the program to stop working correctly. windows will close the program and notify you if a solutuon is available. should i try to take out anything in the root folder?

i have whatched all the videos on youtube i have tryed everything and know my gta doesnt even wrok no more . can anyone help me? im starting to think this is a waste of time now.

have been trying to download lcpdfr for over 3 days now and everytime i try to load the game this pops up.. exception EFCreateError in module DSOUND.dlll at 000116C5. Cannot creat file "C:\Program files (x86)\Rockstar Games\Grand theft Auto IV\asilog.txt.acess is denied
