    Did you install any other mods like "Radiance V" or just LSPDFR and ELS?

    ELS work fine with 0.4.4 and latest script hook V. This mod (and script hook) also use c++ redistributable and wont work without it. Maybe this is the problem. Otherwise i suggest check installation of ELS and all it's requirements. This problem sounds familiar for me and i resolve it twise with manual reinstall some of components in the req list.
