    go to.. rockstar games/ gta iv / enbseries.ini and scroll down to [bLOOM] BloomQuality=-1 BlueShiftAmount=0.0 Radius1=3 Radius2=15 Contrast=0.9 find the best for ur settings and ur graphics card, it depends on what graphics card you have for the settings on bloom and visualsettings,, this is only for the lightbar.
