for police radio, do i just download the template and the mod itself?

Okay, am I not installing the files correctly? I install the files to a clean copy of gta in this order. LSPDFR Rage Hook The video I watched said that’s all I needed to do and it worked once but now it’s not working again. If someone could link a video or something that tells me how to install everything that would be great! Thanks!

I try to start up rage hook and it takes forever to load. Then when it finally loads, it just starts up normal GTA V. Rage hook doesn't load up. It doesn't even give me the reason why though.
