    Did you install the Audio Files into the right path? Asking because the path changed since we have lspdfr 0.4 and not all of the readmes are up-to-date

    You have to download OpenIV, there are some good tutorials on youtube how to use it.

    There are a lot of tutorials on the internet, almost every mod comes with a readme wich tells you how to install a mod properly. However for installing cars and uniforms u need OpenIV, there are also very good tutorials on youtube. That LSPDFR runs laggy could be due to bad PC specs. What Computer System do you have?
