    Hey, I was having this exact issue but I have managed to get it working now. If you or anyone else is still experiencing this you should first try opening the RAGEPluginHook.exe with windows real-time protection turned OFF. if the plugin hook opens then we know that this is the problem. This however is only a temporary fix, to implement a full fix go to Virus & Threat Protection, under "Current Threats" you will see "Protection history", click onto that then click through your recent threats till you find the one that has "Grand theft auto V", in the bottom right you should see "Actions" click that then "Allow". Give your PC a min or two to have the changes take effect then launch RAGEPluginHook.exe again, it should work. Hope this helps
