OKAY SO POSTING MY SHAME JUST IN CASE SOMEONE IS AS STUPID AS ME. from the forums I was reading everyone recommended re-installing scripthookv (I had done this multiple times). relatively new to modding GTA however have come to grips with basically most forms of modding by now. Stupid self is so used to extracting files directly to where their corresponding file names are in the main directory that I completely disregarded the fact that script hook asi needs to go into your main directory not the bin folder it is presented in in the download file. This is literally so dumb considering I literally re-installed all vehicle packs and vcf's thinking that must be the problem but overlooked the most basic thing. Basically just check scripthookv is where it is supposed to be...

Having the exact same problem, have tried both versions of ELS and have done fresh re-installs with all vcfs and different car models but nothing seems to change, taillights flash but nothing else and some random lights stay permanently lit on a few models. Also using some of the most popular car packs, its so frustrating. Edit: looked at my asiloader text doc in main directory and it states that "ELS.asi" failed to load. have also tried uninstalling the asi loader in open iv multiple times
