In your game directory, find the 'lspdfr' folder, inside it will be another folder called 'data', the agency xml will be in there.

I have the same problem. If i arrest a ped with no weapon equipped the message telling you to press D8 (by default) will not appear. However, if i takedown the ped whilst using a weapon, the message will appear saying I can call for prisoner transport. Very annoying as this also prevents police smart radio transport form working if i have made unarmed arrests.
