This can be caused by a corrupted wave archive. Can you hear either NPC gun sounds or your own gun sounds? Anyway, try to disable your mods folder.

Stripe anything else out from the folder but keep only the vanilla GTA V itself and the RPH & LSPDFR, this way it may narrow down to RPH.

Try start without RPH. Does it work?

Put it simply, AI using ELS vehicles can only respond Code 3 or Code 1.

Reinstall it according to the manual, and if that does not work, consult the author of that pack.

You cannot only turn the lights on. ELS vehicles, if not controlled by player, may only have lights and sirens or all off.

Remove/rename it, and try again.

Verify the game (steps depends on your platform). OR reinstall a clean copy.

Disable your ASI loader by renaming dinput8.dll to _dinput8.

You encountered a "silent cop" issue. So basically you'll need to set your character's voice with a trainer.

Do you have that file in your GTA V directory?

Disable your mods folder by renaming it to _mods.

Did you install everything correctly in place?

You should not expect LSPDFR to be working with any major map mods that is not based on the vanilla game zone. LSPDFR is designed for, and will only work for, all vanilla game maps, like San Andreas (Los Santos and it's county & Blaine County) Cayo Perico North Yankton

What do you mean "it bugged all my uniforms"? Did the uniform looks correct on the player?

Did the game start without RPH?
