    LOL, "SCSDDeputy" it's an Informational Post there wont be a download he letting the community know that there is a CAD System in the works (as well he never said there was going to be a download or that it was even out), here cause obviously you didn't read: "I've wanted to hold off on announcing this for a while but the clan I was working on the mod for split up so I may as well get this out so I can find a new clan to help test this." No need to come at the situation hostile like that. Now if he said I have a working Alpha or Beta and released it to the public then thats a different story but all he is doing it letting the community know about his project and looking for a Clan to help test it out with. Thats all. Other then that I Agree with what you are saying.
