Is there a plugin that spawns a police road block like in the GTA IV lcpdfr? (you go to the map and set a waypoint, press a button and two police cars spawn on the road with cones or whatever ready to take out the driver of the car you're chasing)

whenever i push a button for sirenes such as L,K or J it is extremely delayed. I have to hold one of these buttons for 10 seconds untill the lights go on. is this normal? how to fix it?
