i recently downloaded RC2 and the only call outs i receive are domestics and suicides

Anyone have any ideas, I am eager to begin playing LCPDFR and tried troubleshooting the issue for three hours last night, but with no success. And I also did run through the checklist and updated the version of the game and completed the other fixes but... Any help is greatly appreciated! Thank you.

I have just purchased a copy of gta iv and installed all the necessary components. I downloaded the LCPDFR automatic installer and tried to install it but got an error. I downlaoded the diagnostics tool and it said I needed ASI loader and C++ scripthook so I found and downloaded them. I am having a problem with the .net scripthook though. The diagnostics tool says its not found and all versions I have found online, the diagnostics tool says the file is out of date... the LCPDFR automatic installer will not work properly and gives me an error message saying unhandled exception has occured in your application. if you click continue, the application will ignore this error and attempt to continue. if you click quit, the application will close immediately. Problem negotiating with G17 media.
