There is absolutely no reason to not proceed with your development, though. You will never have a standalone LSPD:FR, simply because you don't own the rights to it and unless you're planning on negotiating a buyout of Rockstar Games, you'll be sued into the stone age! What you do have the potential for though, is a unique, similarly themed game.
Niceties aside, if you were hoping to come here, post a small paragraph of vague information and a screenshot of a game that looks like my five year old would enjoy and receive great enthusiasm from the collective community, I'm afraid you may be slightly let down. I personally love the idea of variety in this niche genre, and there are for sure some gems in the rough that are little well known. With the right team, the proper execution and attention to detail, you could very well have a stellar game on your hands when the dust settles. At this point though, you haven't really got anything to back your idea. Ideas are a dime a dozen. Put some effort into it and come back with screencaps of your development progress. That's the way to build hype and gain loyal followers. On the contrary, showcasing a screencap of someone else's content and blatantly using the LSPD:FR title in an attempt to add validity and credibility to your idea is just about the quickest way to be labeled a fraud.
You asked for honesty and I gave an honest opinion. If you really believe in the potential of your proposed game, prove me wrong and come back with something tangible. This is one of the scenarios in which I do actually love to be proved wrong! 🙂
Good luck with your game, and again, post an update once you've got something to actually show!

Since Grand Theft Auto's launch way back in 1997 , I have owned every GTA title, often duplicate/triplicate copies across multiple platforms. (Close to $1,000CAD)
I had initially purchased GTA V for XBOX 360 when it first launched (80-ish CAD). Once it was ported to PC, I purchased a warehouse edition from Best Buy (80 CAD) as soon as LSPDFR was announced. That was terrific, except that by the time I had purchased it, Rockstar had released nearly 30GB of updates that on my pitiful 1.5MBPS connection, took 3 days to complete! I played LSPDFR for less than one week before Rockstar put OpenIV out of commission and fucked over every single person who purchased their title for the sole purpose of mod enhanced gameplay.
Once modding was given back to the community, on several occasions, the integrity of the files was deemed corrupt by the Rockstar Games Social Club and the 30GB+ updates started again. Finally, out of sheer rage and frustration, I purchased the Steam Edition (another 60 CAD) so that I would be able to create backups and easily restore the entire game directory after game-breaking updates.
I have only just recently got back into LSPD:FR after being away on a lengthy work contract, and found that many of the mods that made LSPD:FR so enjoyable and immersive have discontinued updates and support, causing numerous crashes and glitches. That's not the end of the world, and I realise that many of these modders have given their time and resources freely in an effort to better the experience for the entire community. In my books, that is an incredibly selfless (and possibly thankless) job! Life goes on. I've managed to get by with a few good plugins and scripts that build on the LSPD:FR base mod, and have been enjoying it immensely for the past week or so.
Today, I launch Rage, which in turn launches steam, finally to launch an installer for a fucking launcher that I didn't ask for. The version of Rage that I am using is out of date, as it was the only way I was able to maintain a well behaved collection of plugins. That will no longer hook, as the game version is no longer supported. When I try to revert using the built in backup system in Rage, I am informed that there is a newer version of R* Social Club on my computer and the installation is being aborted. On top of that, this update has broken (yet again,) the compatibility of ScriptHookV.
I am so beyond frustrated at this point. I have been a loyal backer of Rockstar Games for going on TWENTY fucking years. I loved them, I held my breath every time a new GTA was announced. I pre-ordered, stood in lines, did extra chores around the house to come up with money for these games. And you know what? They never ONCE failed to deliver anything short of stellar, first class content! I can't begin to count the hours that I spent as a youth, engaged in the virtual worlds of Liberty, Vice, and San Andreas. While Take Two has been the parent company to Rockstar since nearly the beginning, they have traditionally left them to call their own shots. Then, this parasitic fucking entity imposes corporate decisions on Rockstar, which Rockstar itself doesn't even endorse. Rockstar sold out, and while I don't personally begrudge them for it, I can honestly say that I will never spend another penny on a Grand Theft Auto title, no matter how amazing it is. To do so would be to line the pockets of these corporate fucktards, who care more about generating revenue from a 6 year old game than the actual enjoyment of its fan base.
Here's a suggestion to you despicable, sleazy corporate fucks. "Take Two"cyanide capsules, ingest, and make the world a better place for all.
Fuck you, Take Two. I have never played your shitty moneygrabbing GTA Online; Never Wanted to play your shitty moneygrabbing GTA Online; and never will play your shitty moneygrabbing GTA Online. You won't get one fucking penny.
I'm all for doing the right thing, and purchasing a game the honest way, but after having paid full price for three separate copies of GTA V, only to have it broken and rendered useless by your underhanded bullshit, I can most definitely see the attraction to non-legit alternatives.

On a side note: Sadly, as technology allows us to one click shop, obtain information in a few clicks and download the latest games and media in mere hours, so too does it allow these villains to gain increasingly shocking amounts of control over our daily lives. I may look back on the 1990s through rose colored glasses, having lived my childhood years through them, but there is something to be said for the simpler times. When you went home at the end of your work day, that was it. There was no cell phone to pester you on after hours. Sure people had them, but rarely gave out their number to anyone outside of their family and friends. If you wanted to talk with a friend, you either picked up your corded landline phone (cordless if you were posh and had the arms of Schwarzenegger to lift the damned thing) and called them. But since calls were actually billed by the minute in those days, you only used it to invite said friend over to hang out. You know, like two people actually talking face to face for more than 5 minutes, and without having the safety blanket of a smartphone to hide behind when things got awkward? Scary, right??
I have avoided social media for the better part of 7 years now and will never again consider it to be of any value in my life. To have your every mistake; every comment; every embarrassing moment documented for eternity is simply not an attractive prospect for many, myself included. That is the great trade off. If you want to utilize social media networks for their intended purpose, you must forgo any expectation of privacy or anonymity of the most basic level. Games are heading in this direction as well. Why must I be online constantly, to play an offline game? To verify the authenticity of my purchase? Bullshit. That needs to happen exactly ONCE. It is absolutely ridiculous to imagine someone activating a game legitimately, to only turn around the next day and apply a crack to it because piracy is fucking cool. To prevent cheating and modding in an online multiplayer environment? Okay, I can buy into that. At least I could if this authentication and integrity verification process only happened when I wanted to play ONLINE! What does it matter if I have modifications that enhance my gameplay and could potentially give me an unfair advantage to other online players if I NEVER PLAY ONLINE? The only explanation that I can come up with is that these companies want to be able to a) Compile statistics of their user base for god knows what, and/or b) to deliver constantly updated shameless promotional garbage in your face about their latest must have title, and/or c) break mods for a long enough period that some may venture online and spend money on their shitty in game economy while waiting for rage plugin hook and scripthookv to update.
To be honest, as much as it hurts to not be able to keep up with the latest improvements of a great modification such as LSPD:FR, the headache of constantly fucking with my files in order to make things work is growing old on me fast. Coupled with the very real possibility of game developers collecting personal information in the near future is enough for me to pull the plug. I may have to resort to an alternative version of a game, but goddammit, I've only bought it three fucking times! Sue me, bitch! Ethics aside, at least in doing that, I would be assured that it will NEVER update, and once compatible mods and scripts have been installed, it will NEVER break.

It's sad that many of the great Albo plugins have been slowly becoming less stable with time as a result of not being updated (though no blame directed at him.) It just seems a bloody shame. I remember when LSPD:FR was first released. It was fantastic, but then some great modders came along and made it even better. It seems in the past year or so, many of them have moved onto other projects in their lives, and LSPD:FR is slowly slipping back to being a standalone mod. Don't get me wrong, it's a great mod and provides hours of entertainment, but well... ya know, once you've tasted the forbidden fruit. Kind of hard to go back. 😞

I'm pissed because my favorite install is simply done for. I have to do a complete reinstall and now with the fact you CANNOT go back versions because the launcher is a form a DRM you are fucked with every update to gta. Until this all gets sorted I'm done with modding and playing GTA. Really pissed about it as well.
