    Can you set your plugin threshold to 60000 after holding Shift when launching RagePluginHook?
     
    If that does not work:
    Can you rename your mods folder to _mods? 
     
    And also, Better EMS is outdated, so try to remove that.

    You might have to go under the plugins section and press Load all plugins on startup.
     
    If you want to mark my previous statements as a solution for others as many are running into these issues.
