I have the game through steam and it didn't update when I launched the game. You must be doing it wrong. You have to run the game by opening the GTA5.exe after putting the No_GTAVLauncher.asi in your directory, then open RagePluginHook.

There's a workaround for the new update. If you backed up the previous version (1.0.1737.0) you can just revert to that through RagePluginHook, download No GTAV Launcher, and you can run the game with ScriptHookV and play normally.
