There are 2 locations:

Then reinstall the whole lspdfr with rph and restart your pc.
addotionally You should try the steps from the FAQ such as:
- starting as admin
- set the permissions for the gta folder
- disable overlays f.e. discord, geforce etc.

your crash seems to be an issue, where you edited an config file of a plugin wrong, so now its crashing. (maybe ultimatebackup?)
remove those outdated plugins, the may cause crashes:
callout manager
safer chases
traffic policer
you also tried to load a plugin named LemonUI.RageMP, which is the wrong version (either choose rph or shvdn) & propably installed at the wrong location.

therefore rename the mods folder to _mods

for dlc vehicles you have to add them to the dlclist
Vehicles .meta defines vehicles and some of their properties. Not needed
I suggest you go back to a clean gta folder and reinstall lspdfr completely
additionally you can verify your game files

You can either use the versions updated by Aschtar or use plugins that are up-to-date and have the same features.
ComputerPlus -> CompuLite
AssortedCallouts -> any other callout pack, f.e. SuperCallouts, 686Callouts, MCCallouts, YobbinCallouts etc.
TrafficPolicer -> StopThePed, already installed

Police Smart Radio -> Available alternative: GrammarPolice

Remove GangCallouts & Wilderness Callouts, the are outdated , you can readd them once you have a stable game.
