Update DeryllCallouts.
 

Please remove moreradiochatter, ist outdated. You can replace it with xscanner.

Verify your game files.

Add the gta folder as an exception in your antivirus.
Disable battleye anticheat in the rockstar launcher

Move these from gtav/plugins/LSPDFR to gtav/plugins, this includes the .ini and the folder with those names:
EUPMenu
DLS
 
 
Move these from the same path to the main gta folder:
CalloutInterfaceAPI
IPT.Common
RAGENativeUI

This step prevents the mods folder from loading.
since your game works now, there is an issue in the mods folder.
 
make sure to have a gameconfig, heapadjuster and packfile limit adjuster.
try to revert the latest changes in the mods folder 

1. For solving the crash remove Cheap Callouts, its uncompatible with lspdfr 0.4.

2. I recommend to remove all those callouts, since they are outdated or unstable:
Assorted Callouts
ComputerPlus
RoadIncident Callouts
Safer Chases RPH
Tacco Highway Callouts
Traffic Policer

When downloading callouts, make sure that they are compatible with lspdfr 0.4.9 shown on the right side of the website.

Update RagePluginHook from the latest lspdfr download.
Additionally you might need to update your mods folder, scripthookv, gameconfig etc

Remove ScripthookVDotNet.asi from the main gta folder 

File sharing of gta files is not allowed.
You can verify your game files to go to the latest version.
