I dont think anyone can help you with this, except for you by reinstalling your mods one by one.

Remove Arrest Manager, Assorted Callouts, LSPDFR+, Traffic Policer, they are outdated.
 
Your crash is caused by PoliceSmartRadio. Do you always have crashes when using the smart radio/ you notice crashes at certain times?

You should load LSPDFR if you want to play it😅
I recommend loading via RPH:

Update RageNativeUI right here.

rename mods folder to _mods

Remove RageNativeUI from Plugins/LSPDFR, and install the NEWEST version in the main folder.
Remove LSPDFR+ & Traffic Policer, outdated

This folder comes with the LSPDFR Software, why is it not there? Put the folder there.

It looks like LSPDFR is loaded up 2 times.
Open startup.rphs with notepad++ for example, and make sure, there is only:
 
LoadPlugin "LSPD First Response.dll"

Update your RageNativeUI.

Check your graphic settings. Post FX & Shader Quality has to be on high or above.
