This message normally means gta or rph is blocked by antivirus and you can add those as an exception.
 
Downgrading is difficult, I recommend to wait for a lspdfr update because yesterday a new gta update came out which broke the current lspdfr version

No and there is never a exact date after an gta update for lspdfr update.
(the dev will release it as soon as its ready.)

I think in section136callouts is this file included. Pls install that in the main gta folder 

Rename mods folder to _mods

Install albo.common from arrest manager in the main gta folder
Install parktools from better Ems in the main gta folder 
Pls install dark.common in the main gta folder (from trafficevents)

After all if you download a mod, make sure to install all files in the right location, some stuff belongs in the main gta folder 
You also have some outdated plug-ins, I can check those if you want per software

install that/ install stoptheped correctly.

- you can set preload all models = false in the lspdfr.ini under gtav/lspdfr
 
- you can install resource  adjuster, be aware to minimum have 8gb of ram, and adjust your ram in the.ini.
 
- Remove high polygon vehicles and or downgrade 4k textures
 
- lower the gta texture settings

depending on which version do you have, steam retail or epic games, you can search for a video on gta vanilla files and remove those manually.

IT.common.dll is the name of the file.
It comes with Grammar Police, search in the downloaded Grammar Police file for it.
You have to install IPT.common in the main gta folder.

post the ragepluginhook.log from the main gta folder

To confirm: yoh do not have any crashes? And you are ingame, just lspdfr is not loaded?

Open the rph console with F4 and type in LoadPlugin LSPD First Response.dll
