When you install NVE it adds it's own dlcpack that has to do with cars that is most likely "overwriting" any cars that you are trying to install.
I would go to the dlclist.xml (mods\update\update.rpf\common\data) and try removing the NVE_vehicles line and then see if you are able to see your replacement cars in game.

If you don't want to remove the edits made to cars with NVE then you could also go to mods\update\x64\dlcpacks\NVE_vehicles\dlc.rpf\x64\vehicles.rpf\
and remove the files for cars that you are trying to replace.

I agree I think XScanner is one of those plugins that really improves LSPDFR.
I would recommend joining the authors discord he has a ticketing system and will be able to take a look at your debug log and the rage log for XScanner and find a fix. Or if it's an issue with XScanner itself he can work a fix into the next update.

The initial crash seemed to have been caused by callout interface trying to accept an invalid callout handle, which ended up locking fileaccess to xscanners ini for some reason which then could no longer be accessed.

Are you able to load into the game without RagePluginHook?
If yes then once you load into Single Player Alt+Tab out of the game and then try launching Rage
If no, do you still have a mods folder in your game?
If yes try renaming it to _mods, this will disable the entire mods folder, and then see if you're able to load into the game without RagePluginHook

If this is the callout you installed:
It seems to be pretty outdated so I wouldn't recommend using it with the newest release of LSDFR 
But if you want to upload your RagePluginHook.log I can take a look and see if it's what's crashing LSPDFR or if it's something else.

Well there's a couple steps you can take to try to fix your mods folder
First you'll want to make sure you have a modified game config, heap limit adjuster, and pack file limit adjuster all installed

These will help prevent crashes if you were trying to install some sort of addon.
Second you can go through your mods folder and remove items one by one to try to find the source of the issue.
The crashing can be caused by either the files you installed were simply installed incorrectly or the files are just broken and have to be removed.

It looks like you will need to uninstall "Heli Assistance" it has a known issue where it says it can't find Spotlight (a required plugin) even though it's installed which it looks like you have. 

Yea, replacing the vehicles inside the NVE vehicles dlcpack worked. The funny thing is that this was not an issue yesterday with NVE installed. But thank you, I appreciate the support from you yesterday and today. Made my day. 🙂

Hello, I already solved it, I loaded Game without LSPDFR, and then reloaded all the mods, and it solved itself... Thanks.

Would you please upload your asiloader.log and els.log? 

They are both located in the main directory. 

If you are unable to launch the game even when you don't launch Rage try this:
Rename your mods folder to _mods, this will disable your mods folder so we can see if it is what's crashing your game, and then attempt to launch without Rage.
If it works then something in your mods folder is causing the game to crash. This can be because you don't have a modified game config installed, something was installed incorrectly, or you just have a broken mod.
If it still crashing when the mods folder is disabled and without Rage then please find and upload your asiloader.log and els.log (if you use ELS). They will both be in the main directory.

It’s LSPDFR Enhanced which is forcing you to use certain types of vehicles prior to ranking up. 

Please try loading the game with ELS installed. When it crashes upload your els.log and asiloader.log here. They can both be found in your main directory. 

Rename your mods folder to _mods, this will disable your mods folder for trouble shooting purposes, and try launching your game again. If your game launches with the mods folder disabled it means something you've installed or edited in your mods folder is causing the game to crash. You will need to revert any changes you've made to your mods folder until it works while being named mods. Too remove tint being default:
In OpenIV go through this path: "mods/update/update/common/data/level/gta5/vehicle.meta" Right click and edit the "vehicle.meta" Press "CTRL+F" and search for whatever car it is you want to remove the tint from Once you have searched the vehicle scroll down and find the line that says "<diffuseTint valie="xxxxxxxxxx" />"  (Note that the x's could be any random string of letters and #'s) Replace the string so it looks like this "<diffuseTint valie="0x00FFFFFF" />" Load the game and see if it worked  DISCLAIMER: Know that I just researched this so I can't 100% guarantee it will work as I haven't done this myself
