Every time I go into a Multyplayer game on GTA IV PC and I start LCPDFR it says my computer is two slow. And I cant update my GTA because it says GTA IV/Media.1.cab isnt found.

I recently have fixed my LCPDFR, and now I have a new problem, my ELS wont work! I downloaded it and extracted the 4 files to my GTA IV directory, then I launch GTA IV abd go on patrol, and when I get to the car selector, and chose my modded Unmarked Impla. I go to pull someone over I press J,K and L and my ELS dont come on? Please help!

I run GTA IV and when the game loads, I press Ctrl+P and on the botom of the screen it says "Patrol Forced". Then I start to get random Calls when my guy dosnt even have uniform on. It dosnt even tell me to go to the station! Please help me!
