Requirements:
        OpenIV;
        SirenSetting Limit Adjuster;
        Dynamic Lightning System by TheMayBeast - Optional, but highly recommended. Only the 3rd stage would be active without DLS.

Extra list:
        wlspd1a, wlspd2a, wlspd3a:
                extra_ten - Lojack system.
 

Installation:
1. Make sure you have your ‘mods’ folder in GTA V’s main folder with a copied ‘update’ folder.
2. Open your OpenIV, turn on ‘Edit mode’ and go to GTAV/mods/update/x64/dlcpacks/. Drag and drop folder ‘dmwlspd’.
3. Export a file called ‘dlclist.xml’ which is located in GTAV/mods/update/update.rpf/common/data/. Copy this file to your desktop and open it with any editor you like. After, scroll to the bottom and locate the last line that starts with ‘<Item>dlcpacks:/….’. Add a new line, then copy and paste this line:        

        <Item>dlcpacks:/dmwlspd/</Item>

4. Replace old file with the new one.

Additional steps for: 
DLS Users: 
Copy ‘DLS’ folder from ‘Data Files’ folder and paste it in GTAV/Plugins/DLS/
ELS Users: 
Copy .xml files from ‘Data Files’ folder and paste them in GTAV/ELS/pack_default/

ExtraManager is a GTA V plugin designed to provide effortless control over vehicle extras through XML configuration. With ExtraManager, you can easily manage, configure, and synchronize the extra components of vehicles, ensuring they meet your precise specifications every time you play.
 


To install this plugin, the .dll file must be placed in a "plugins" folder.
This folder can be reached by going to the Grand Theft Auto V directory and placing the .dll file in the "plugins" folder.
If this plugins folder does not exist, then you can simply create it.
 
Drive where GTA V is installed → Programs (x86) / SteamLibrary → Steam → steamapps → common → Grand Theft Auto V → plugins

Retro Emergency Vehicles Pack: The Unmarkeds Addon - an auxillary DLC for GTA V which adds a lot of unmarked vehicles from the 90's,. Mod was developed in a DLC format with a pretty easy installation. This pack features lots of legendary cars like Ford LTD Crown Victoria, Chevrolet Caprice, Chevrolet Suburban and Ford Crown Victoria. You can get them by spawning via a trainer or just getting a wanted level.

Pack includes only DLC with vehicles and could be used with any early released mod. For example B&B Emergency Lights for the Windy City Pack, R&R will fit for East Coast Addon, and R&B&O is good with vanilla-based Los Santos and countryside map.

gameconfig.xml is NOT presented in the pack anymore, because it's reason of fast outdating of the mod, so users have to search and install it by yourself. For now, i recommend to use F7YO's gameconfig. Or some of ( (https://gta5-mods.com/search/gameconfig) If you got problems - try this (https://www.gta5-mods.com/tools/heapadjuster) and this (https://www.gta5-mods.com/tools/packfile-limit-adjuster) limit adjuster mods.

Scientific Prototypes Mark VII Siren - siren modification, which brings to GTA V siren used by NYPD in 70's - 90's. Formerly released on gta4-mods.com as nypd mark 7 siren, saved for actual days by FCV96, converted to GTA V and re-released by Lozano71. This siren also was used in my previous LC-related videos.

Shortly, idea idea is edit vehicles.awc files with openFormats. Export-replace-import .
Here is detail algorythm:
1) Open "Grand Theft Auto V\mods\x64\audio\sfx\RESIDENT.rpf\"
2) Click Right Mouse Button on "vehicles.awc" and choose "export to openFormats (.oac)"
3) Put .waw files from the mod to exported "vehicles" folder from mod, with replace of files
4) Click "import openFormats" and import "vehicles.oac" back to "Grand Theft Auto V\mods\x64\audio\sfx\RESIDENT.rpf\"
