This pack is something I whipped together in about 4 hours. Only took so long because the pack cars were named "Richmond" for a little while haha.
The pack is based of the Augusta University Police Department cars which I have in a folder of police cars I'd like to skin. This is the first time I've actually completed one of those vehicles and I am using it as a way to showcase my skills.
I do design vehicles for commission if anyone is interested. Also, this is just the vehicle liveries. For the completed pack along with the EUP (ALL FREE), you can make way to my personal and/or shop discord for the extended pack.
Here's my Discords:
Personal: https://discord.gg/RM5GMnkWR
Shop: https://discord.gg/cdGGqrpMMJ
Vehicles:
- Marked Charger (Patrol, SRO, Supervisor)
- Traffic Charger (Traffic, Unmarked)
- 16 Explorer (Patrol, SRO, Supervisor)
- 20 Explorer (Patrol, SRO, Watch Commander)
- 2018 Tahoe (Patrol, SRO, Campus Commander)
- 2018 Slicktop Tahoe (Ghost Commander, Unmarked)
Lore: RPD was established in 2007 after Richman gained city-hood, still consolidated with the city of Los Santos. Though the general area isn't the busiest, the agency recieves well funding from the City of Richman, the smaller towns and neighborhoods that recieve police services, and from mutual aid with the Los Santos Police Department and the Los Santos County Sheriff's Department.
With well funding, the RPD officers recieve take-home vehicles with 32 of the 48 officers being assigned brand new 2020 ford explorers. RPD recently had a design upgrade in 2017 after it's 10 year anniversary which all the vehicles display but the uniforms have not been completely redesigned, with the exception of some small changes to the gray and black uniform and the department's patch and badge. The department keeps an exact fleet with only about 20 pool vehicles. 32 officers driving the new 2020 explorers and the remainder still driving chargers and 2016 explorers. The department plans to move over completely to the new 2020+ explorers by 2024 but still keep the chargers and 2016 explorers as pool cars.

Tri-Island Marshals Service (TIM):
The Tri-Island Marshals Service is a service that is almost like the coast guard or U.S. Marshals.
TIM operators are sworn marshals with the U.S. Marshals and also serve under the state's national guard.
The TIM is charged with serving Charge Island, Colony Island, and Happiness Island as the main law enforcement of the islands, emergency medical services, and search and rescue for the entire state.
TIM operators use their callsign (as in nicknames) over the radio.

East Countryside Police Department (ECSPD):
The East Countryside Police Department is one of the 3 agencies (only 2 are included in the pack) that serves the countryside mountain modded map (aka Countryside County). The ECSPD serves all city and rural areas outside of the North Countryside town.
The department does not have a set population that they serve due to the spread of the county and "ruralness". The ECSPD works alongside the North Countryside Police Department (NCSPD) and the Countryside County Sheriff's Office (CSCSO/CSSO/CCSO).
**The East Countryside PD WILL be delayed due to unknow corruption issues with the vehicle models**

Clockwork Mountain Police Department (CWMPD/CMPD):
Nothing special...just a pack of a tahoe with an extra_10 of cool stuffs
You can really just put any uniform and uh yeah...these guys are not paid by Clockwork Mountain (since there are no residents). They are pretty much just contracted park rangers/game wardens.

Alderney City Police Department (ACPD):
The Alderney City Police Department (ACPD) is seen as the state's finest law enforcement agency. The ACPD has state and national accreditations.
The ACPD has 102% of the officers needed, have the least officer involved shootings (OIS) of the police departments, the 3rd lowest firing rate, least civilian complaints to civilian population ratio, highest safety rating, and the most transparent public records with a website to view departmental spending, arrest records, complaints, and more.
The ACPD is 2nd in reputation to population, 5th in popularity and 4th in diversity. By some officers, the ACPD is seen as the teacher's pet and to others, the golden standard of policing. This is why ACPD covers Alderney City, Normandy, Leftwood, and Berchem. Normandy, Leftwood, and Berchem are looking into forming their own police departments for tax purposes (hint hint).
The ACPD uses their own dispatching system and use their badge numbers as callsigns: "314, radio."
The ACPD and LSP are the only agencies that take their cars home.

Alderney County Sheriff's Office & Sheriff's Police (ACSO):
The Alderney County Sheriff's Office (ACSO) is one of the most high-tech/high budget agencies of the state.
In 2021, the ACSO got new cars and new designs but held out on getting new uniforms.
The ACSO uses "County Radio" dispatch, located in North Alderney. The ACSO also has a sheriff's police division for contracted patrol of the townships of Tudor and Acter.
The ACSO uses APD callsigns but backwards. The sheriff's police use two digits followed by PD.: "C14, county [radio]" or "Charlie-14, county [radio]." or "14PD, county [radio]."

Northwood Police Department (NWPD):
The Northwood Police Department (NWPD) is the local agency for the towns of Northwood and the Hollands. The NWPD serves all ground north of Middle Park.
The NWPD is unique in the area that they have a "safe chase" policy. When a vehicle speeds away from NWPD, officers may chase with lights and sirens but cannot go 20+ speed limit, must treat red lights as stop signs, and may not intervene unless the call was already a pursuit (stolen vehicle, hit and run, etc.), the occupants are armed and dangerous, and/or the chase leaves jurisdiction. Every chase car must use dual sirens with the rumbler wail siren activated and all chases must be approved by the supervisor or watch commander.

Algonquin Police Department + Metro-Transit Police (APD + MTP):
The Algonquin Police Department (APD) is the largest agency in the state, neck-and-neck with the Alderney County Sheriff's Office.
The APD is the very first police department formed in the state. The APD uses their own central dispatch located in the same building as the state police's dispatch center. Their callsigns consist of 2 digits or 3 followed by a phonetic, signifying division.
The APD also houses the Metro-Transit Police which is a cross between an APD division and an independent department. The leading board of the department consists of the Chief of Police, Chief of Staff, Metro-Transit Police Chief, and the Training Commander.
The Metro-Transit Police (MTP) covers train stations, bus stations, transit hubs, subway stations, bridges, and star junction. The MTP has more jurisdiction than normal APD since they are deputized to cover all metro-transit issues outside of the city of Algonquin.

Borough of Bohan Public Safety Police (BPSP/BPD):
The Borough of Bohan Public Safety Police Department (BPSP/BPD) is a confusing agency to say the least. Though their official name uses public safety, BPD officers are sworn police officers.
The BPD has a patrol to task force ratio of 1:! with the Borough of Dukes Police Department due to high crime.
49% of BPD officers come from other cities and other counties.
The BPD uses central radio as the Broker PD and Dukes PD. They use the 3-digit badge number callsign system and use codes as much as possible for encryption.

Meadows Township Public Safety Office (MTPSO):
The Meadows Township Public Safety Office (MTPSO) covers Meadows Park, Meadow Hills, Willis, Cerveza Heights.
The MTPSO officers are sworn peace officers and are trained as EMTs and Paramedics with a patch on their chest signifying their certification.
Because of strict state peace officer policy, the officers have jurisdiction over the entire state but may not lead an investigation past a local call for service or traffic stop. If MTPSO have a pursuit, they cannot intervene unless the driver is a violent felon or is driving dangerously. If the pursuit leaves Meadows Township, local police must take primary or the pursuit is terminated.
The MTPSO use their own radio system and use a 3 digit callsign: "123, radio."
The MTPSO only has around 20 officers and 15 cars

Borough of Dukes Police Department (DPD):
The Borough of Dukes Police Department (DPD) was actually formed 2 years after the Broker Police Department. Though the DPD has more area, they have less officers than BPD. The DPD has 62% of the officers needed while the BPD has 90%.
The DPD has two main divisions, patrol and task force. The DPD task force look no different but target grand theft auto, drug-related crimes, gang-related activity, and acts of violence. The task force is 48% of the patrol division due to the high-crime throughout the borough. The DPD has a joint task force division that shares specially equipped vehicles with the Broker Police Department (it will be a mini pack that will come out after all of these) The officers still wear all the same thing, the cars are just fitted differently and have more task-force related equipment. The Broker-Dukes Joint Task Force (BDJTF or J-TAC) has about 30 cars outfitted between them.
The DPD uses "Central" dispatch, same as Broker but use a different callsign system. The DPD just use an assigned squad number: "12, Central." The officer(s) must signify who is in the car but usually will use the highest ranking or senior officer's squad number. DPD almost always patrol as a two man unit unless they are sergeant+ Supervisors use their squad number along with their rank: "12-Sergeant, Central." or "12-S, Central." If they are on going, they can use just their squad numbers as only one squad number is given to one police officer.
The J-TAC units use a squad number and TAC at the end: "31 TAC, Central."

Town of Broker Police Department (BPD):
The Town of Broker Police Department (BPD), against what the name suggests, serves the city of Broker. The name was decided when Broker was a small town.
The BPD is the 2nd most diverse to the Brough of Dukes Police Department. The BPD has the highest reputation of any agency from their citizen population. 93% of the department are Broker residents or lived there at one point.
The BPD uses "Central" dispatch which is located in the Borough of Dukes. The BPD uses their car number as callsigns, every start of shift, they must identify which officer(s) are in which car.
BPD does not take their cars home and may switch cars form time to time. The department has about 70 officers but 63 cars, including pool cars (cars at the ready in case a car is down).

Liberty County Police Department (LCPD):
The Liberty County Police Department (LCPD) serves all of Liberty County (Bohan, Broker, Dukes, Algonquin).
The LCPD a mid-sized agency but has the least diversity in the state. But above their diversity "issue", the LCPD is the most respected by their citizen population of all agencies, only second to the Broker Police Department.
The LCPD has crossing jurisdiction with Alderney County Sheriff's Office in Algonquin. The LCPD came before the LSP and Liberty Highway Police. The LCPD uses "County Radio" dispatch which has a center located with state dispatch and a station at the FIA police station. THe LCPD use zone-oriented callsigns instead of badge numbers along with a California-style setup. 1A23, the 1 would signify zone, the A would represent division, and the 23 would be unit number.

Liberty University Police Department (LUPD):
The Liberty University Police Department (LUPD) operated mainly in the varsity heights area. The department also travels with the LU sports and competitive activities teams.
The LUPD serves the LU campus but is also charged with serving ground within 3 blocks in all directions. Though the LUPD is a campus police department, the police officers are certified public safety officers and respond to medical calls in the area, pursuits, acts of violence, and any call that may have an effect on the campus or that has the potential of moving towards the campus. LUPD officers have state-wide jurisdiction due to their their public safety officer certifications.
LUPD uses their own dispatching system that can be crossed with the Northwood Police Department (NWPD) and the Algonquin Police Department (APD). The LUPD officers use two digit callsigns and generic radio codes (California style).
These models are definitely from my Toronto PD pack 🙂

Liberty State Police (LSP):
The Liberty State Police (LSP) is the highest authority agency in the state, only second to the Tri-Island Marshals which is a state-federal agency.
The LSP saturates mainly in areas unpatrolled by county sheriff or police and state highways. They're mainly seen around North Algonquin, Plumbers Skyway, the Broker-Dukes Expressway, tunnels, and bridges.
The LSP started as the Liberty Highway Police. The cars were all white with a single red light on top. Then, in 1970, they became the LSP with their silver cars with blue roofs and two rotating lights on top. This is seen on their throwback (retro) Dodge Chargers and Challengers.
While providing state law enforcement, the LSP also handles state investigations alongside the Liberty State Investigations Bureau (SIB). The LSP uses their own dispatch system located in Central Algonquin. The LSP use their 3-digit badge number as callsigns, adding a phonetic for supervisors and other units. 100S <Sergeant, 100L <Lieutenant, 100K <K-9 Unit.
Liberty Capitol Police (LCP):
The Liberty Capitol Police (LCP) falls 2nd to the LSP. The LCP was formed in 2000, one of the newest agencies in the state.
The LCP is tasked with protecting the Governor, the Algonquin mayor, city hall, the civil building, and more.
The LCP uses their own dispatch and LSP's. Both are located in the same building. They also use the same callsign system but add "Capitol" at the end when on LSP's radio.
Like LSP, the LCP has the governor's name written on their cars.
