Actually, I found my issue. It seems that I forgot to delete an old agencies file that I was going to use. That had two additional agencies added. They were missing vehicles and probably when the game tried to spawn it couldn't figure it out. It works now. Thank you nonetheless.

So I got back into LSPDFR after awhile and I put in some mods and I was trying to play. At first there were some issues with modded cars and stuff but they are resolved. I currently have custom agencies placed in the game and also some custom mods. The game loads when LSPDFR is loaded but will crash if I do "Loadplugin." I set Rage Plugin Threshhold to 60000 but it still crashes prior to loading. Whenever I load the game up with LSPDFR loaded, it crashes and backscreens me or it will crash back to desktop.
