Yeah,it's only for the AI officers. If you want to wear them you have to be AI officer. Use it with simple trainer or use LSPDFR.

Download the latest file V4. And replace it with OpenIV in patchday9 (componentpeds) and 64e.rpf (pedsprops) You should be understand how it's work. After you replace it all,your uniform can be found on los santos officer. It's just a replace file not a add on file. The readme it should be helpfull if you understand what they said.
