This is the message that comes up when i am behind the car with blue lights and sirens going because other cars move other then the one i want to pull over ?

Okay, so basically when i attempt to pull over a vehicle i press shift and the car continues to drive and keeps going until it has crashed or can't move because it has been boxed in. But it is not a pursuit it happens to every single car that i attempt to stop and once i press shift it won't allow me to undo the traffic stop they have to drive away. I have got lights and sirens on but still doesn't stop can this be fixed or nah ?
