    I am starting a traffic stop with Left Shift before this happens. However it seems to pretty random when it cancels. /plugins & /plugins/LSPDFR

    Figured it out, its a new directory. For me its GTA V/mods/update/update.rpf/x64/rde/(here you can find all the directories for the vehicles, look for the ones with rde in the name, [ex. rde,rdeemergency,redefbi, ect, ect.]) Hope this helps someone else!
