In order to add the folder as an exception you need to go to Settings > Update and Security > Windows Security > Open Windows Security > Virus and Threat Protection > Virus and Threat Protection Settings > (scroll down to Exclusions) Add or remove exclusions > Add your game folder
Once complete, install RPH and LSPDFR, and then go back into your settings and add RagePluginHook.exe itself as an exception also, before running it

Gan Ceann's post in Callout infobox is missing was marked as the answerI had a look at the audio files that were being requested and they are not in the base LSPDFR install, so I suspect either a callout pack requires extra audio, or is calling the wrong audio.
To rule out issues with LSPDFR, do you get this issue if you are only running RPH and LSPDFR with no other mods?

LSPDFR doesn't have that feature, no. It is advised to install one mod at a time and then test, so that you know what causes a problem when it first arises.

Just as a diagnostic step, remove unitedcallouts and see if you can accept other callouts. If you can, it may be an issue with UnitedCallouts, or it could be conflicting with another callout pack possibly.
If you still get the same error, upload the new log please!

It is common for Windows/Anto-virus to flag it, but you can just add the game folder as an exception in the settings and it wont flag it anymore.

Then you can go back to Windows Security and add the RagePluginHook.exe so that it can access and run the other files needed

It seems to be crashing when loading the Character Creator scene, I would suggest going to GTAV/lspdfr/chars and moving your character out of the folder, and creating a new one
I would also suggest loading into singleplayer normally first and then starting RagePluginHook, there seems to be occasional issues with starting LSPDFR with the game launch

I'm not 100% on it myself but I believe there are still a lot of issues with using addon vehicles on enhanced.

Gan Ceann's post in LSPDFR crashing after selecting character was marked as the answerI believe there are some crashes currently with spawning in your apartment/starting LSPDFR at game launch.
Try loading into singleplayer normally first and then start RPH and see if it is any different.
If it still crashes please upload the full RagePluginHook.log from your main game folder please.

Do you have any vehicle mods installed? If so rename your mods folder to _mods and see if it still crashes when you call for backup. For reference, RPH tried to spawn a local unit, so that may narrow it down.
If you rename mods and it still crashes then upload the new log please!
