I added ELS v6 and its great but my police cars flash the front ramming bar and rear antennas to appear and disappear. Any suggestions?

Do I extract all (including the folders) to the gta iv root folder? Sorry for the noob question, I'm still learning.

I currently have GTA IV from Steam (I assume that I have the latest patch 1.7). So I'm hearing from alot of GTA IV communities that the ENB Series has visual problems with the latest patch. Is this true and is ENB compatible with lcpdfr? Also, I see lots of patches for the ENB Series, like 0.79 / 0.81 / 0.82 etc. I'm just confused. I thought I would be able to download one single file and extract it all the my gtaiv root folder.

Excellent! Now that I have the link for the Mod pack (Which includes ELSv6), I just want to double check with you guys: All I do is copy and drag, dsound.dll, ELS.asi, ELS.ini and ScriptHook.dll to my GTA IV root folder, correct?

Can someone provide me a link to download a emergency vehicle light mod? I've tried ELS v6 from policemod.com but for some reason I'm not authorized to DL anything from their site even after I registered. Finally, is there a tutorial on changing skins for police vehicles? Thanks guys, btw your First Responders Mod is great! I've tried Police Pursuits Mod by Neo and had nothing but crashes.
