I am normally able to create a new layer over top of a template, fill it with black colour, then lower the opacity of the top layer to see where my stuff should go. Unfortunately, I cannot do this with several templates for some reason, as they do not slowly dissolve as they should, nut rather they "pop" into solid focus, with no happy medium. What am I doing differently with these templates over the others?

I know that there are few of these around, but I am looking for any recommendations for steel rim CVPI unmarked, preferably without the computer inside for use in an Auto Theft Task Force. I have an Impala and a Suburban already, just not a CVPI that looks good to me. Any of you guys know of a good one floating around out there?
