Thank you for replying. After un-ticking everything apart from "capture your mouse cursor while recording, the console worked. But I have no idea why I have to type reload plugins. It should load LSPDFR after starting it up shouldn't it? Anyway after going to a police station and creating a officer and patrol car, it said a new version is out. But I am sure I downloaded the latest ver already. As I started to drive, a warning came up saying"LSPDFR has crashed" before the game crashed as well. RagePluginHook.log

This is the first time I tried this. After following the instructions to install LSPDFR I ran the game. Once I was in I didn't see the PD Stations on the map. I saw on a youtube video that reloading the LSPDFR plugin might help. So, I pressed F4. No console, the game freezes. I press F4 again and the game goes to normal. No idea why it is doing it.
