when I load the game up it loads a little bit with a RPH screen in the game but after about 30 seconds it crashes

ive reinstalled RPH and the window comes up but when I press f4 my gta freezes and I have to press it again to in-freeze it, also the police shields now don't appear

I didn't get the welcome window and when I press f4 nothing happens

I can load up gta v and the police station icons appear but when I go to them to go on duty I cant
