You need to get more ram, what's happening is that GTA is trying to access more memory and since there is limited amount of ram the game takes memory from your storage, causing those huge stutters. Especially since you are modding too, you need to get 8gb more of ram. Some report the game vanilla takes 10gb alone :/ I can say from personal experience that have stuttering too - constant fps drops and the game freezing for as long as 10 seconds - no fun. I also looked online for "fixes", like pagefiling, Nvidia control panel, etc and non worked of course. If you really want to be sure if its a ram issue, download nzxt cam (don't use MSI afterburner, it crashes in GTA) once you downloaded use the hardware and fps overlay to see how much ram is being used. If the usage goes above 4.4gb (Max allocated ram for programs alone), you need more ram.
