Try installing this Increased Distance Draw Mod, or find your vehicles.meta file in mods/update/update.rpf/common/data/gta5 and for each vehicle slot, or the slot you are having issues with, find lodDistances. Change these values to 500 and click save. You will need to do this for every model should you choose to use this.

Head to the vehicles.meta for the car and edit the lodDistances all to 500.

I was able to make it work. supposedly NVE, when installing it into your game, deletes some things like gameconfig, I just heard about this, so what I did was once again reinstall files like those. Here are my steps. I'm not sure which one fixed it, but I just did all those files.
1. Reinstall Game config.  
2. Reinstall HeapAdjuster

3. Reinstall Packfile Limit Adjuster

4. Reinstall RageNativeUi

I'm unsure which one fixed it, but I just reinstalled all those.

Is there a fix yet for anyone without an english system getting the locale error? I can set the language to "de-DE" in the .ini without changing the script file and get it to work but then it doesn't recognize the lines I'm saying. I would prefer to speak to dispatch in english because german lines just don't sound right in this setting. I would try to change to an english language pack but unfortunately Windows 7 Home Premium doesn't support those.
