Mods are a really good thing, they make the game live for a long time, it also connects people from different countries for the same reason. On a personnal scale I only bought GTA IV because of LCPD:FR ^^

Hello guys, i really need to know if someone could help me with ped modification ? Some of us know how to do it, but it seems like they never learned about it, like they were born with it.Isn't there some kind of tutorial or what ever, even the smallest text may help me out ..

I'd say EFLC . As Illusionary said , you'll have more police vehicules ( 3 more ) and some more weapons , which is nice :)
