For anyone asking, you have to realize that most things need to be updated AFTER Script Hook V is updated. So trying to rush along something that really isn't possible without the dependent piece is kinda pointless. In Short: Wait for Script Hook V to update, then be patient for Albo1125 to work out what he needs to do.

Normally you gotta hold E when within a few meters or so, or if on the controller, Right D-pad, while aiming at them, this causes them to get on them to (normally) get on the ground. Same can be used for civilians just walking around or in a car. If you hold E beside them, without the gun, you can also stop them without issuing the unreasonable force.

That's the other guy you're thinking of, I was just simply reinforcing the fact that it's not due to anything being outdated for anyone, just the fact that the GTA 5 update hit is all.

Personally I have the latest version, and seemingly after this update, nothing is working as intended. Conclusive to say its most likely the GTA 5 update that hit today.
