Are you putting the VCF files, in the Pack_default folder inside of your ELS folder?

I normally don't update until Rage and Scripthook update, that way I can still play. But I never stay back a few patches, I try to stay updated for the most part.

You can run Radiance V, Realistic Radiance, or try out Jeff Favignano's Custom Visualsettings.dat that's in all of his LSPDFR videos.. It's what I use, cause it works with Visual V... Also make sure your post FX are on High or above.

Do you have your post fx on High or above?

If you don't mind just having the Tornado Engine Sound for just you, you can use this Trainer https://www.gta5-mods.com/scripts/pc-trainer-v-official . It allows you to change the sound of any vehicle you are in.

You need something like Radiance V or Realistic Radiance to help with that.

You should be able to run it medium/high graphics settings with probably 60 fps.

The latest version of GTA 5 is what you need, everything is updated for it. Run the installer for LSPDFR first, and then download and install the latest ragepluginhook and scripthook.

Could be one he recorded from his patrol cars or something that he kept private.

Those are non-ELS cars.
