Odd Color

I've downloaded custom carcols from gta5-mods replaced the line the read me file told me to do. Should I rename it carcols.ymt? right now its carcols.xmi. but in the read me it just says: 3. You should have custom carcols.ymt (like this https://gta5-mods.com/tools/carcols-ymt-converted-into-xml-format) Go Grand Theft Auto V\mods\update\update.rpf\x64\data\carcols.ymt and export it on you desktop Search for police3, and replace the lines it doesn't really explain what they want you to do very well (when you go to that location it pops up the file as shown in spoiler)

I'm trying to get this vehicle installed and I'm almost finished but have hit a road block. The read me tells me to replace a line for a carcols.ymt which ive done to others but when I open this specific one the file opens up like:
