How will you be able to pull over people with civil cars that have no sirens? Also in real life I don't think people would pull over to a random vehicle.

I am sorry. That was my only idea. This same thing happened to me before, and I just used Scripthooks from older versions of LCPDFR, it worked for me.

I would just use player selector to say the " Evacuate Area " line and just walk through them. They would leave after that.
