I had same issue and I had to replace scripthookv.dll from another mod. I found this by accident. The mod didn't include the files. I had to download from script hook website but I forget which mod suggested I download it.

I resolved my issue of not being able to bring up the ELS console or getting any of the lights to work. I resolved it by accident guys! I think what helped is when I replaced the dlls by downloading and installing another mod: ScriptHookV.dll.

I have same issue for past 3 days guys! I can confirm I have re-installed everything watched youtube videos and followed all instructions in regards to installing ELS and the vehicle without forgetting VCF files! The lights console does not come up and the lights do not work besides some random parking lights. Siren still work but none of the ELS system functions work for me. I'm on mac but with Windows 10. Other mods work fine. I'm stumped and pissed a bit that no suggestion has helped yet. I have reinstalled Rage and LSPDFR even a few times.
