    I think there should be callouts in progress, such as a person stealing a car or a bank/store robbery. And more routine police work such as paperwork ;) even though people might not like that make it an option.

    Either F5 or F6 or 5 or 6 will make your partner treat a random ped as wanted, not sure which key it is though...
